What is EBEWE?

LA’s EBEWE (Existing Buildings Energy & Water Efficiency Program) mandates that buildings larger than 20,000 square feet, located within LA City limits, complete two tasks:

  • An annual energy benchmark. You can do this yourself or hire a professional. 
  • An audit and retro-commissioning (A/RCx) process every 5 years. This must be done by a licensed engineer or architect. 

Do I have to comply in 2023?

Benchmarking: Yes, the emergency order that put benchmarks on hold is ending 2/1/2023.

Important: Consistent benchmarking sets you up to be able to receive A/RCx exemptions. 

A/RCx: Yes, buildings whose LADBS ID's end in 4 & 5 will have to audit or file for an exemption. However, building IDs ending in 0, 1, 2 and 3 will likely also have to finally comply.

Why should I file an exemption?

Thousands of dollars in savings. Average Audit/RCx pricing is around $6,000 in Los Angeles, while exemptions are typically around $1,500.
